What Is Open Enrollment?
Open Enrollment is a process that allows parents of students in Richmond Public Schools the opportunity to request up to two schools which are "out-of-zone". The term "out-of-zone" refers to a school located outside of the school zone where the student resides. Richmond City Public Schools does not provide transportation for any student who participates in Open Enrollment (Out-of-Zone Request) with the exception of Binford Middle School which utilizes a hub system.

Any parent or guardian interested in having their child attend an "out-of-zone" school for the 2016-2017 School Year who is a Richmond City resident
How do I Request Open Enrollment?
Open enrollment applications and guidelines can be obtained at the Richmond Public Schools website at (richmond.k12.va.us/oe
) or from The Office of Pupil Personnel Services located at City Hall 301 North Ninth Street, Richmond, VA 23219. The application will be available for online submission or download beginning September 28, 2015 through October 9, 2015 at 4:30 p.m.
“Sibling Request to Attend” forms and guidelines can be obtained at the Richmond Public Schools website (here) and online submissions may be completed at (richmond.k12.va.us/siblings) beginning October 12, 2015 through October 23, 2015 at 4:30 p.m. Any siblings who wish to attend the same school must list their name on the Sibling Request to Attend form. Inner-Office submissions, faxed, or emailed documents are prohibited.
